POLÍTICAS DE EDUCAÇÃO ESPECIAL NO BRASIL: ESTUDO COMPARADO DAS NORMAS DAS UNIDADES DA FEDERAÇÃO
BRAZILIAN SPECIAL EDUCATIONAL POLICIES: A COMPARATIVE STUDY OF THE UNITIES FEDERATION NORMS

ABSTRACT: this paper is a synthesis of the work presented at the 26th annual meetingof ANPED (Brazilian Association of Post-graduation and Research in Education) in 2003. Since two main issues of analysis: fundamentals of Special Education and normalization of public policies, we analysed regional differences and similarities through legal documents published by Public Councils and Educational Offices. It was based on: laws; principles and policies; concepts on Special Education and learners; teaching levels; organizational structure; curriculum and pedagogical organization; supporting services; requirements for teaching and professional education. The aim was to build reference material for educators and researchers who are concerned with special education policies in Brazil.
